Personality:
If there's one thing that stands out about Celty is that she's pretty mature for a girl her age. For the most part, she is pretty calm, usually thinks before she acts, and is definitely a really kind girl. In short, she's the type of girl that most people can look up to. Due to this, she's someone who can attract a lot of people despite the strange scar around her neck. In canon, she was able to befriend Mikado, Anri, AND Shizuo even though she is considered freaky but all definition. In continuing with being mature, if something doesn't go her way, she simply lets out a sigh and tries her best to get it done anyway. She thinks that there is no point in whining and gets stuff done. In short, she's a very pratical person and wants to get straight to the point. In canon would be that she managed to get work done despite the fact that Shinra gave her the wrong car number. She was even called a workaholic at some point.
Another thing about Celty is that she's a very open person and definitely lets people know what's thinking. She makes no attempt in hiding that she's afraid of space aliens or that she's scared of cops. She knows when put in vulnerable situtation and does not pretend to act like she's tough. She knows that she's in love with Shinra in canon and doesn't make any attempt in hiding that either. At most, she would simply tell him to shut up and that's it. If someone happens to do something that she does not like, she will make it known as well. Due to this, she knows right from wrong very well. When Izaya was briefly shown walking across a street, she mentioned that there were some people she rather not meet. She is known to be a pretty bad liar because she's so open about her feelings and opinions.
Finally, Celty is a girl who questions a lot about herself in life. She does have some doubts and there but the major questions comes to the fact that she might have to make a choice one day. In canon, she lost her head and wonders about the life she has. In Sortinghat, Celty questions what would happen if she has her memories back. This is why Celty has a pretty mature outlook in life. Whatever happened that cause her to lose her memories must have been really serious and will do everything she can to not screw this one up. She treasures everything she has and will protect them no matter what.

Background (AU!Canon; HP): If there's one word to describe Celty's background, it's that it's very mysterious. No one knows where she came from or who she is. She was found in the middle of the forest by some strangers and was brought to the hospital a couple of hours later. When she woke up, she had no recollection of anything before her time in the forest. To make matters worse she did not know what her name was. The only thing that was of interest was the scar around her neck but no one was able to figure out what it was. Why would they want to replace an entire head and put it on someone else? After weeks went by, the doctors had no choice. She was named “Celty Sturluson” and was going to be placed in a foster home somewhere.
Hours before packing her things, she met doctor by the name of Shingen Kishitani. When he requested that she live with him, the other doctors were skeptical. However, she had nowhere else to go, so he was the only other option. At the age of 9, she was now officially living in Glasgow with Shingen and his son, Shinra. Of course, she was scared during the first few years. Shingen was...an interesting father. It was not unusual for Shingen to randomly talk about dissections in the middle of dinner or show them how to operate on a human body. In fact, he encourages them to do it with him! In addition, he didn't care if Celty was magical or not and it scared her that she was living with magical beings. However, she eventually learned to deal with it. Since the Kishitani family did not have a lot of outside interaction, she assumed most people were like this.
However, this soon changed once she received a letter from Hogwarts. She was rather surprised since she had no real magical abilities herself and had to force herself to play catch up with Shinra. Once she entered into Hogwarts, she wasn't sure how to interact with people. Having spent most of her life with only the Kishitanis, she approached them like how she would talk to them. It did not work out so well and was called a strange girl. However, she did eventually learn to speak out some more due to friends she did make. From there, Celty has developed an interest with courses such as Defence Against the Dark Arts and Ancient Runes. She loves the life she has now but she often questions what would happen if she does get her memories back. She wasn't sure but until that day comes, she'll be enjoying what she has.
